Internet Explorer requires a change to your browser to get the Administration Export working properly. You need to add your Secret Server instance to the Trusted Site zone, then Edit the trusted site zone by selecting the "Trusted Site" and click "Custom Level ..." and enable "Automatic Prompting for File Downloads".
Firefox requires you to add the website to your "Allowed Sites - Popups".
Please note that regardless of what browser you are using, all popup blockers for your browser must be disabled for the export to work correctly.
